The departments of the City of Brainerd work together
to provide basic municipal services such as administration, finance,
park maintenance and recreation programs, street maintenance,
fire service, police protection, planning and development oversight,
building inspections, engineering and street design and transit
services.
Brainerd
City Staff is committed to providing quality services at an
affordable price and being responsive to the needs of the
community.
Administration – The Administration offices include the
City Administrator’s office and the office of the Mayor.
The Mayor, as the Chief Executive officer for the City of Brainerd
conducts official mayoral business from City Hall. The daily
affairs of the City of Brainerd are administered through the
City Administrator as the chief administrative officer of the
City of Brainerd. Administration functions include:
• Plans,
organizes, and administers the City to ensure a coordinated
and efficient effort to meet goals and objectives
established by the City Council.
• Coordinates the operation of all departments in City government
including personnel, equipment, programs, and facilities to ensure
citizens promptly receive high quality products and services.
• Provides staff support to the City Council and City boards and
commissions.
• Coordinates City activities involving civic organizations and
other government agencies on a wide variety of community issues
and projects.
• Prepares the annual City budget.
• Prepares meeting agendas and minutes for City Council meetings.
• Coordinates the personnel management system for all City departments.
• Official keeper of City records.
• Assists the public by responding to a wide variety of inquiries.
• Coordinates elections processes.
• Coordinates issuance of licenses.
• Coordinates
community development activities for the City.
Finance
Department – The Finance Department is responsible
for various accounting activities including the task of preparing
the Comprehensive Annual Finance Report and the compilation and
development of the Annual Budget for the City of Brainerd. Other
finance functions include:
• Provides
financial support services to the entire organization.
• Provides timely and accurate financial reporting.
• Processes receivables, payables and payroll.
• Grant and intergovernmental revenue administration.
• Banking relations.
• Investment of City funds.
• Debt service analysis and bond payments.
• Administration of special assessments.
• Administration of TIF Districts.
• Risk management and loss control.
• Implementation of financial and internal controls.
The Certificate
of Achievement for Excellence in Financial Reporting has been awarded to the City of Brainerd by the Government Finance
Officers Association of the United States and Canada (GFOA) each
year since 1993. The CAFR is submitted annually for consideration.
The certificate is the highest form of recognition in the area
of governmental accounting and financial reporting, and its attainment
represents a significant accomplishment by a government and its
management.
